Let it cool completely.
Then a good lateral smack with stone chisel and hammer?
It may leave a discoloration, but that's 'bout as good as I can come up with.
Without more detail.
(kind of ceramic on stove, type of plastic, etc.)
even then you may still be screwed. Shocked

Did you try burning it off? Melt it and scrape?

What's the story on your pic, that's pretty hot.

the following bit is more for me than anyone else.

the stove is alright, not good as new but alright.

so anyways here is what happened. i'm house sitting for these people i don't really even know it was just a last minute thing they needed and their daughter is a friend of my sister so i was asked. i was okayed about bringing mutual teacher friends over for dinner which i did tonight. anyways one of them wanted to boil some water and we found a kettle but it was new fangled fancy kettle that heats on a stand and had a (unseen*) plastic bottom, that's where the plastic came from.
it was stressful and helped me come to the conclusion that i will never own a ceramic top stove. i like small, easily replaceable parts, as it is there needs to be a new kettle and a few new utensils in this house hopefully before the owners come back. i am telling them about the whole fiasco but it is always nice to be able to say "but it's ok everything that needs to be replaced is replaced and don't worry i'm sure the burnt plastic smell will go away eventually."

*grammar question: if the word in parentheses is a vowel is it a "a" or an "an" that precedes it if the word following the parentheses starts with a consonant

so, I gleaned this information from a quick google:

wd40 or acetone (old fashioned nailpolish remover) will do the trick
let it soak in to loosen and then lift away/remove with a razorblade or scraper keeping it as level as possible to avoid gouging the surface. wipe up with paper towels
use Bar Keepers Friend ( no scratch scouring powder) to get the tiny left overs if any
then polish the top with a cook top creme polish and it should look like new.

Another thing you might want (might have wanted...) to try is Methylene Chloride - available at plastic fabricators or hardware stores - it basically turns the plastic to liquid (very briefly) so you can wipe it up - and it won't hurt ceramic. It's actually used for glueing plastic together - it melts the two pieces of plastic, then when it evaporates the plastic hardens again.
