The latest statistic being touted is "9.6% unemployment", but that's a little deceptive. Unemployment rates are pretty closely tied to education and skill levels.

5% is considered a good unemployment rate in the best of times - high enough to keep pressure off of wages with out frightening the population.

There's just 4.6% unemployment for college grads with a BA or higher. No problem in that sector, but we could likely bring that down even lower if we cut the number of H1b visas issued each year.

Then there's the a big jump.
Unemployment for Technical training/AA grads is at 8.7%, High school grads 10.3% and no diploma a whopping 14.0%. These represent workers who held/seek the manufacturing and service jobs that have been lost to automation and/or outsourced to the 3rd world.

It seems to me that tax breaks and stimulus won't do much to add jobs. The government could decree that US companies can only claim deductions when their goods are manufactured on american soil, but even if the companies didn't just pack up and move elsewhere, it would still take years for old factories to be brought up to date and back online and for new plants to be built.

Even then, there will likely never be enough jobs to meet demand because production processes will be ever more automated. Entry level jobs in those new production units will require a much higher technical education level than ever before.

So? Beyond better education and training, what are viable solutions?

Unemployment in Scotland is about 8.4%. That's not too bad compared to some places...yet. When the massive budget cuts begin in October, however, that figure will most certainly rise, and many nurses/healthcare workers, teachers, police officers, etc., will have no place to go. My husband told me that the gov. is also issuing possible redundancy letters to soldiers who are in the field right now. That's a morale booster, that one!

Since 2007 Michigan has led the nation in College grads leaving the state.
With the auto industry belly up and the satellite jobs that go with it the manufacturing base here has plummetted through the floor, west Michigan used to be a furniture and office furniture haven has tried to re-invent itself with huge grants and tax abastements to the medical industry, tech schools and vocational schools have closed doors. Nobody is building new homes in this enviroment, infrastructure (other than Obama-funded make work) is quickly rushing headlong over a cliff, when foreclosures and short-sales are so prevalent taxes are not paid and local government cant spend the massive amount of money required for road services, be it plowing, grading , salting or for the repair of havoc created on the roads due to winter. Its a sad situation its a wonderful place to live but lately it seems that people who could contribute are feeling like its a wonderful place to leave.
