Ok, my memory sucks, and I read BS Fiends a LONG time ago....

I'm guessing that Riveria and the sultry redheaded vamp that shows up with the cigarette case are both from BS Fiends? The redhead being the lead?

Yes and maybe. The redhead is definately Jody the Vampire. Rivera has appeared in various other books, but always as a police officer. I don't specificly recall if he was in BSF.

Yep, Rivera was in BSF. Also in Practical Demonkeeping and Lust Lizard (I think). Any others?

Nope, Pine Cove is too far away from SF. They only have sheriff's and the town Constable.

Actually, Rivera was introduced in Pine Cove in "Practical Demonkeeping."
