Condaliza needs to take a closer look at her boss methinks: (In the second paragraph just plug in white house for kremlin, American for Russian, and congress for Duma and parliament)

"In any country, if you don't have countervailing institutions, the power of any one president is problematic for democratic development," Rice told reporters after meeting with human-rights activists.

"I think there is too much concentration of power in the Kremlin. I have told the Russians that. Everybody has doubts about the full independence of the judiciary. There are clearly questions about the independence of the electronic media and there are, I think, questions about the strength of the Duma," said Rice, referring to the Russian parliament.

Rice says Kremlin's consolidated power endangers democracy

The following is a list of "Countervailing Institutions" that exist within the United States which exert power over the sitting President that I could think of in a short period of time:

The Senate
The House of Representatives
The Supreme Court
50 State Governors
50 State Legislative Branches
50 State Judicial Branches
County Governments
City/Town/Village Governments
The Print Media
The Television Media
The Radio Media
The Blogosphere
Corporations
All other Businesses
The Democrat Party
The Republican Party
Several Third Parties
All kinds of religious institutions
And many many more
